According to Steven D. Levitt's study on campaign finance's effect on votes, two candidates facing each other multiple times for the same office with different amounts of money each time have demonstrated the following:
On average, a candidate doubling his/her campaign budget will gain 1% of the vote.
On average, a candidate halving his/her budget will lose 1% of the vote.
Of course, a close Presidential election tends to come in way closer than that.
